How net salary is calculated in Montenegro in 2026
Since the "Europe Now" reforms Montenegro charges no health contributions on salaries and taxes income progressively. The employee pays 10% pension (PIO) and 0.5% unemployment contributions. Income tax is calculated on the gross salary in three bands: nothing on the first 700 EUR, 9% on the part between 700 and 1,000 EUR, and 15% on everything above 1,000 EUR. Net is gross minus contributions minus tax.
The employer adds 0.5% unemployment, 0.2% for the Labour Fund and 0.27% for the Chamber of Economy, plus a surtax on the income tax set by the municipality where the employer operates: 15% in Podgorica and Cetinje, 10% in Budva, 13% elsewhere. The surtax is an employer cost and does not reduce the net salary.
